One thing my kids LOVED doing at a younger age (still now too given half a chance - especially when they think no one is looking!) is making plastic bag kites!  Just tie some string from the handles, decorate with streamers etc, then you don't even have to wait for a windy day!  Any energetic toddler can run fast enough to make them fly!

Some suggestions:

Lawn prints, you paint the grass and set the paper on it.  It comes out looking like fireworks.

Make dough and let them design something, let it harden, then paint.

Have a free art day... set out paint, paper, glue, pom-poms, scissors, tape, etc

Give them colored masking tape and paper. Let them make a design.

Give them paper and glue.  Let them make a design and then cover with colored sand.

Paint with nature objects, like flowers, pine cones, leaves, etc.

Save plastic bottles and let the kids decorate them with paint, markers, stickers, etc. Then fill with water, add paint, glitter, etc. Tape them shut and they have a cool sensory bottle.

Sponge paint on paper.  Give them primary colors and let them see what happens.  

Paint with a ball.  Dip the ball in paint and let them roll it across paper.

Car painting... let them roll a car in paint, then on the paper.

Bubble painting.  Fill a cup with paint/water, give them a straw.  Let them overflow the cup onto the paper to make a design.  

Color glue and let them make a design on paper.  

Use colored glue on styrofoam, let dry.  When it dries it can be peeled off and looks/feels really cool.

Paint coffee filters with water colors and hang on the windows.
