I believe that rubber chippings are being used in tarmac roads. Try to contact "Tarmac" and enquire about this.

Sell to equestrians to top-up their indoor and outdoor riding arenas... or.... sell to gardeners as a weed-suppressant mulch .... (in both instances, and the playground idea already mentioned you would have to provide toxicity tests I would think) Good luck :-)
