  1. the embassy knows best when assessing visas, be it worker, visitor or student. thing is they will base it on the main purpose in applying for a visa (which is, in your case- student visa).

school grades aren't that much of a factor to them. they will base it on your capability to be admitted to the school you want to be admitted. they give visa primarily to those who can demonstrate the ability to study a related course (if you have engineering unit/degree-then, at least a technology course would do) offered to foreign students that wouldn't have negative economic impact to their country.

believe me, it's not the embassy's duty to look at your grades.

better focus on your ways and means to be a foreign student.

    good luck.

  2. You need to get accepted by a school first before going to the embassy to get your I-20 approved. Refer to the list of steps you need to do.

    1. He needs to apply to a school that has enrollment for international students. He needs to take the TOEFL (Test of English as a Foreign Language) exam and every school's program has a minimum that he needs to get. So at the minimum he can get a not so good TOEFL score and get into a simple English as a Second Language program in the States.

    2. Once he is accepted the school the school will ask for proof of financial support. I am not sure how much, but it has to be enough for a semester or a year of school and may be as much as how long the academic program at the school. Usually this are very high amounts and families borrow from relatives and show the bank account statement to the school.

    3. The school sends the I-20 visa application to you. Here comes the tricky part. He needs to go to the American consulate or embassy and have them approve his I-20. He will be interviewed by an American consular officer. The I-20 can still be denied by the consular officer. If he is denied, he will have to wait some months (I am not sure how long) to try again. If he has to try again, he should try at another consular office in the country as this is rumored to have a better chance of getting the I-20 reviewed.

    4. Once the I-20 is approved he can get his F-1 student visa, and he can come to the States.

    Good Luck!
