When he bid he bid the highest bid that he was willing to pay.  Every time you bid higher his bid goes up because his highest bid hasn't been reached.  If you really want to buy the item you'll either have to keep bidding higher until you get past his highest bid or give up altogether.

When he put in his initial bid, he put in a max price he is willing to pay.  When you put your bid in, his automatically goes the next increment.  This will happen until his max price is reached.

There is no cheating involved.
