What is the best way for him to obtain a temporary resident permit. He is currently doing his diploma in a university

but i didn't find the information about how you boyfriend can come, in general spouses can follow the student - it means husbands/wives or children - i doubt your boyfriend can follow you. May be he can get tourist visa or also student visa.

I think you should better contact the embassy about the possible ways for him to come to Canada.

It depends on where he's from.  If he is UK or US, he can get a visa called BUNAC which allows him to work for a year if he's from the UK, for 6 months if he's from the US.  Otherwise he can apply for a student visa also.  Or he can come as a tourist for as long as they will give him a toursit visa for, might be up to 6 months.  Just beware that he doesn't show up with all his belongings because if they think he's coming there planning to stay long term, they will not let him in and may actually bar him from entering Canada for some time.
