I think a Barney bag with a hat, a noisemaker, some candy and one toy - like maybe a toy dinosaur (not necessarily B himself) would satisfy any 2-year old.  They don't expect a lot.

He's 2 years old, he doesnt care what theme it is, obviousy the barney theme is for you to impress people.  Why waste the money.   Cake and ice cream will do, always has.

try to rent a barney suit at a costume store and have a family member that is a gr8 imitator of barney and have him/her be barney.

For the little ones.. try making them Barney t-shirts in all bright colors. You buy the shirts and t-shirt transfer papers at a craft store and find Barney clip art and use it as the graphic.. you can even add their names.
