What my question is is can stain remover be control or does it have to be water?

That might depend on what your variable is.  Will you be measuring how much stain is left on the fabric after application of the remover?  Or will you be measuring how much stain came off into solution?  If the former, then the control is NO stain remover.  If the later, then it can be one of the stain removers, or water, depending on how you want to make the comparisons.  Usually water would be a good control because most people would be interested in comparing stain removers to water.
