PayPal sends a notice to you.  I suggest you contact PayPal if you feel it should have gone thru by now.

Contact Paypal, if they don't give you your refund.  Then just sue them

You should get an email plus if you enter your Paypal account you can see the transaction.

you get a email telling you it has been paid if you want to hurry it along send pay pal a email asking where money has gone,

First you need a paypal account.  If you have one, you can log on any time to see what deposits and payments have come in and out.
