  1. Yes he does, and you are gonna have difficulty getting one in less than 2 weeks...even expedited passports take 2 to 3 weeks to get.  You can go to the 1st site below and see if you live near any of the 13 Regional passport agencies in the U.S.  If you live near enough to drive to one, you can call...make an appointment and go to get him a passport...actually, his parents must do this...as BOTH parents must be with the child to get him a passport.  >Then, since he will be travelling WITHOUT his parents,BOTH parents must sign a letter of permission for you to take him out of the U.S. and into Mexico...and it mut be notarized.  See 3rd website to see that this is Mexican law...and how to write the letter.  Read sectin on minors under "Entry Requirements.

  2. YES!

Any time you fly out of the country, you need a passport, so you are going to have to make an appointment at the nearest passport agency, as an expedite from a facilitation office will take 3 weeks.

travel.state.gov can help locate that agency

  3. You use to be able to get out of Mexico using a birth certificate but things have changed and everyone traveling including children must have a passport.
