Hansen's Surf Shop in Encinitas (right by Swami's Beach) can get you everything you need. They're on the Coast Highway.

On Santa Clara St. in Mission Beach next to Voltares sandwich shop.

Mission Beach - Don't know if it is still there but you use to be able to rent them down their.  Go to the Main Lifeguards tower and ask one of the Guards.  Their is also a company on the Bay side between PB and MB that teaches surfing, or just get a class schedule at Mesa Collage and take a PE class in Surfing.  Most of the classes start you out on foam boards so you don't hurt yourself.  Or, just walk up to someone that looks cool and ask them if they would be willing to help you learn.  See http://www.missionbayaquaticcenter.com/s...
