I'm assuming you're talking about a Disney Cruise.  No, your cousin won't be able to go into the teen club.  There will be lots of other activities for them to do.  

If you wind up hanging out at the Loft your cousin will have activities just for them.  If you hang out together there will be pools, games, movies inside and outside on deck for the both of you to enjoy.

Both of you will have a great time!
