  1. railway

  2. Go on the ferry across as a "foot passenger", you will not be charged so much.

Then, get a national express coach from Liverpool, which is where you will probably dock.  Anyway, wherever it goes, national express is far cheaper than by train.

Coming back though, you will obviously have to pay a premium on the car.  Sorry!

  3. I don't know enough to really help you but rather than just saying the word "railway"... if it were me, I would compare the costs for getting to Blackburn between:

    - Flying from your nearest airport to Blackburn's nearest airport, and public transport/taxi at either end

    - Getting to a ferry terminal and across to Liverpool, then rail to Blackburn, then taxi to the pick-up

    - Hiring a car from somewhere like Avis then dropping it in Blackburn and paying the hire company's transfer charge (ie. the cost involved in returning the car to a different shop than it was picked up from)

Then drive back up to Liverpool and get the ferry back?
