  1. Yeah, California can be a real pain.  To register it you are going to have to show proof of ownership (pink slip signed-over to you), have valid car insurance, and have a smog check within the past 30 days.

You can get a temporary permit for the purpose of getting a smog check, but will still have to show proof of ownership and insurance.

All of it's going to cost you money.  Transfer of title, registration, smog check, insurance.  But if you drive it without registration and a cop pulls you over, he will IMPOUND the car for a minimum of 30 days.  Then you'll get charged a towing fee and an impound fee to get the car back (usually ends up being about $350 to get your car back).

    So...

    1. Stop driving the car.

    2. Get the title transferred to your name.  (goto the DMV with the signed pink slip and your checkbook).

    3. Get insurance on the vehicle.  You only need liability once the pink slip is in your name.

    4. Go to the DMV with your proof of insurance and checkbook and request a temporary permit to get a smog check.

    5. Get a smog check.

    6. Return to the DMV with your proof of insurance, smog check and checkbook and register your vehicle.

    7. They will give you a temporary registration to tape to your back window and your tags will come in the mail 2-4 weeks later.  Put the tags on your rear plate.

    8. Expect to be called for jury duty because counties in California use vehicle registration lists to generate Jury Duty lists.
