  2. nope.only canada, greenland, and some of the northeastern states will be able to see it

    maine, new york, new jersey ect. ect.

  3. No.  It will occur well before sunrise there.  It will be visible from extreme northern Canada across the Arctic into Russia and northern China.  For the U.S. only far eastern Maine may see a very small partial eclipse just after sunrise.
