I don't live in Philly, but what would be perfect for you is fine compost.  Check your phonebook under soil or topsoil and call around asking specifically for "fine compost".  They might have course compost or woody compost, but that would have a similar texture to bark, only with a darker color.

Big bonus is the compost is great for your plants, naturally feeding and improving the soil.  Your plants will love it.
