Her friend also pushed her to talk to me she is willing to talk to me but she not coming.

Be patience maybe she's busy.If you don't hear back from her.try to call again and ask her if she wants to talk.

You didn't say so, but it sounds like you're in a different state or something.  First of all, no one likes to be proposed to over the phone.  That's the least romantic thing you can possibly do. If you really love her and want to get serious and you live as far apart as I think you do, it might be time for you to relocate and start a face to face relationship. You know, one where the two of you can go out and actually do things together like a real couple.
