I'm new to building pcs

Question

I'm new to building pcs and this is my first build. I have two Seagate Barracuda 7200.10 ST3250310AS 250G hdd's installed in my newly built pc. I have yet to detect a driver when trying to install windows vista ultimate 32 bit os. Plus these are OEM hdd's and they didn't come with a driver disk/cd. How can I partition or even format my hdd if there is no option for me to. I mean if I install the utilities dvd that came with the motherboard first intead of following the book and installing the os first, would there be any type of system for me to format and or partition my hdd's?
