I just entered the city with the dragon gym leader,i go over there and theres a guy who says that the gym leaders gone into a cave i go to the cave and another guy says i cant go in what should i do?

did you beat all the gyms before that? also did you go to goldenrod and beat team rocket??

You have to do the following

1. Get all 7 other gym badges

2. Beat team rocket at the radio tower

Then fight clair she uses the dragons so use ice type moves!
