No, the converter boxes are just tuners.  You will need to connect the tuner to another device, like a VCR, DVD-recorder or DVR in order to record shows.

In the near future, we should be seeing DVD recorders and DVRs with the new digital tuner built into them, so you won't need to use an external converter box for them.  I would expect these to start appearing in late 2009.
