  1. check your power steering fluid, if its low, top it off and check to see if it stops, but if the powering steering fluid is fine and it is still whining, replace it.

  2. The only method of positive identification is to use a mechanics stethoscope.

A failing bearing is most likely causing the whine, but wear in the p/s pump can also create a whining noise which will get noticeably louder when the wheel is turned and held against the stop with the engine running.

  3. Before you do anything, inspect the drive belt.

If it looks damaged, worned out replace it. When you remove the belt, you can turn all the pulleys by hand including the idler pulley, and the tentioner pulley. You will be able to notice a significant difference in a worn out component. Good luck

  4. on t he taurus it is always always always the power steering pump. those ford p s pumps whine severly. you get a new one. it will whine but less. buy a bottle of lucas additive for ps systems that will quieten it down a bit.  if it is very loud then it is going out if you are low on fluid it will whine. if you are low on fluid and you top it off and it whines it might be time for a new one as damage had begun.

  5. check power steering fluid level.  low fluid can cause a whine.  does the noise get louder or anything when you turn? if yes and the level is ok needs a pump

if neither of those happen take a long screwdriver ans put the tip as close to suspected pullys as you can (dont get caught in them) and put your ear on the handle and compare the noises from them
