A visa gift card is not a cc, that's why it won't accept it.

The first answer is right that's exactly the problem it's a gift card limited by amount of the gift which you should know but might be as small as say $25.00.  While that may well be enough for the starting fees they are assuming there will be other charges coming later and want assurance the funds are there.
