im going to start college again would i be eligible for insurance from ct insurance dept? my part time job doesnt provide insurance

Assuming you're talking about health insurance, what you're talking about, is applying for WELFARE health insurance.  It's going to depend on your household income, and the number of people in your house.

Likely, if you can afford college, you're not going to qualify for welfare health insurance.

Go your state’s department of health website and check the options. In my experience, state programs are often limited to expectant women, children, and the disabled.
