The first step would be to find out how you can legally homeschool in your state via the Home School Legal Defense Association website; the link is below:

The HSLDA website also has lots of information on getting started in homeschooling.

Whether or not you will be able to legally homeschool your brother will depend upon the state you live in.  Some states require that the parent or legal guardian do the homeschooling.  Other states are different, i.e., in my state, Illinois, homeschools are technically legal, private schools; therefore, someone could homeschool my child if I allowed them to do so.

Once you have established how to legally homeschool in your state, there is much available for your brother, i.e., correspondence schools, online schools, etc.  There is also the option of a public virtual school which technically is not homeschooling, but rather, "public school at home."

Many communities have home school groups with whom you can hook up so that the QUALIFIED parents can teach the children. You might want to check with you local church groups or alternative education sources for recommendations.
