  1. Best and cheapest are different things.

    The cheapest is usually the bus.  Look at Eurolines for inter-country bus trips.

    The train is the most pleasant, and you can see the scenery and not have to deal with airport hassles.  Depending on where you are going, a railpass might be a good deal, especially if you are under 26 and can buy the cheaper youth pass.  The basic railpass lets you go on any train whenever you want (except for British trains and a few ultra-high-speed trains) and is the most expensive, but they have cheaper ones that only give you a limited number of free train trips, or that are only good in certain countries.

    "Low-cost airlines" can be very cheap, and can save you a lot of time on long-distance trips versus the train or bus - look at Ryanair, Easyjet, and Air Berlin.

    Ferries are usually very slow and uncomfortable, but they are useful for going from Spain to Morocco, from Italy to Greece, or for getting around the Greek Islands.

    Renting a car is very expensive, both for the car rental and for gas, which is even more expensive in Europe than the US.  The other forms of transport above are much cheaper and easier to get between cities, and almost all large cities in Europe have excellent mass transit so you don't need a car - and traffic and parking can be a nightmare in some cities.  So renting a car is almost never the best option for seeing cities, and usually only makes sense if you want to see a part of the countryside with limited public transport.

    You might want to use a mix of buses, trains, and low-cost airlines rather than only using one specific way.

  3. Everyone will say train.. but i think Ryanair is the best. you can get a flight for 1 euro.All you do is pay tax. I went from london to barcelona for 25 euro. All they charged me were the taxes. london to paris, london to Rome was all the same too. Easyjet is also another budget airline. Ive flown many times with both and have never had any problems !!
