They are popular on continental Europe. They are called plaques and are generally for very high denominations.

They are called table plaques, as the previous poster pointed out. they are used to prevent theft, particularly by staff, as a 1000 chip is easy to conceal in a stack, where as a 1000 plaque is large and bulky, and easily noticed.
