So If a college sends an I-20 to a foreigner who lives in the middle East, or consider Saudi Arabia (closest ally to US of all Arabs, right?) and then goes to apply for a visa, will he be granted the visa easily or it depends on the interviewer? I mean A LOT of foreign ppl come here with an I-20 visa, and settle here too. So, if a foreigner gets an I20, how much chance does he have to be accepted?

The I-20 is issued by the school - it means that the student has been accepted as a student and meets the necessary academic and financial standards set by the school.  The I-20 is a pre-requisite to getting an F-1 student visa, but it is not a guarantee that the visa will be issued by the Department of State, or that the student will be admitted into the US by the Department of Homeland Security.

    The visa issuance through the Department of State is based on the ability of the applicant to demonstrate a legitimate reason to go to the US, the financial resources to afford the visit for duration of status, strong ties to the homeland to support the conclusion that the student will depart the US when required, and a willingness to adhere to all other visa requirements.
