Impact deinstitutionalization has had???

I have to answer some questions about deinstitutionalization and I am really confused. Here is what I have to answer:

What has been the impact of deinstitutionalization on the local community in your article? How is the local community dealing with the problems that arise due to deinstitutionalization such as homelessness, crime, and the spread of communicable diseases? What services do you think can be added or improved in the local community to help the mentally ill?

I have to find a article about this happening in a local community and I'm not sure how to start because I'm confused about what deinstitutionalization is. From what I'm understanding it is helping people that are ill in some way out of an institution. Am I right? Can someone steer me in the right direction so that I can get started on this project?

Worked prisons for years, one of the ways we do it is by moving the inmate from a strict facility down to a lesser more relaxed one, then we offer courses on everything from computers to being good parents. The federal bureau of prisons starts usually at about 2 years before an inmate gets out after a long stay. By slowing giving them some resposibility and slowing growing that its hoped that the inmate will adjust. Unfortunately most will not unless they have alot of help outside when they do get out. Prisonfellowship ministries is the best at it. But their only allowed in a few prisons, and its currently on its way to the supreme court, but where 60% of inmates return, their %'s is more like 10%.
