Imperialism or forced unification?

Question

If a powerful country were to invade a weaker country, overthrow their government and annex them into their nation, would that be considered imperialism or some sort of "forced unification"? Now keep in mind, the newly annexed country would be allowed to vote and elect representatives to serve in the conquering country's legislature, thereby having a voice in the government.

And after you decide whether that is imperialism or unification, tell me whether it would be a good thing or a bad thing.

Are you talking about the USA under president Bush? Everything applies to Iraq except that he didn't annex the Iraq.
