Has the Pacific Plate been moving slower or faster over the last 5 million years than in the past? Please provide explanation.

No, probably slower. I would guess that it has lain there lodged between the explorer plate and the gorda plate. If it moved quickly, we may have seen many more earthquakes and tsunamis in south america.
