Important "The Civil War" game question!?

Please help! I have been trying to understand what this paragraph means for one hour, and I still do not understand it! By the way, this is the board game "The Civil War".

Florida: Union ocean-going ship counters may move from a hex in the Atlantic Ocean to one in the Gulf of Mexico even though the Florida peninsula divides the two on the game map. River-going Naval Strength Points cannot move from one coastal hex to another by crossing an impassable hexside. In addition, they may not move around Florida.

  1. It would appear that the map does not show enough of Florida for the hexes to round the coast, so the rules just say you can pick up your ocean-going ship from an Atlantic hex to a Gulf hex, evidently any hex, though it would make more sense to move from the southwest-most hex in the Atlantic to the southeast-most hex in the Gulf. As to the river-going units, they can move up and down the coast, but they can't cross an impassable hexside, which could be some kind of land hexside jutting out from the coast. They would have to go around it. They cannot, however, go around Florida.


  2. My interpretation of this paragraph is as follows:

    This is a 2 part paragraph

    1)Ocean going-may move from Atlantic to Gulf even though Florida is in the way.They sail around the coast.

    2)River-going may not move from one coastal to another by impass hexside(because they cannot go into the ocean), nor may they move around Florida for the same reason. They must traverse rivers.

Wild guess-River craft may not consider coastal movement as they are not ocean craft-  Sea going ships may ignore all boundary elements to travel to sea based hex.  How this  would effect a ship mid Florida  peninsula to continue opposite coast to a Gulf hex I have no idea- It seems like they are either saying Ignore Land space at that  point-or somehow assume around Coast travel to resume at an opposite shore- I agree it is odd. Which Civil War- American Heritage/Gettysberg?or another?
