Importing grains from India

Question

I need to get some (about 20-30 lbs) organic grains that were grown biodynamically from India. Would the customs object to it if my friend were to ship the grains by airmail?

I believe any plants, produce, etc; will be of special concern to the receiving country. I had this problem trying to bring coconuts and sugar cane out of Panama many years ago. Contact both governments (import export laws) and ask to be certain.
