Improve my FPS in WoW?

I've got a 2.6GHz Processor, 1gb of ram, Radeon 9250 PCI , My crappy comp has a 1GB max ram and even though i've got a agp 4x slot I haven't picked out a card yet cause I haven't matched up the compatibility of anything i can find.I don't have vista either. running WoW pretty decent but was looking for some ways to make my fps higher as it's at about 20 normal which I guess is good for a pci card but how can I make it higher? Thanks

Did you say PCI? or did you mean PCI-E?  There is a HUGE difference.  If you can you should try to get a AGP card at least if your computer has an AGP slot.

OK. I would assume your processor is a Netburst unit sold as a Celeron or Pentium 4. Your RAM is fine, too. The video card, however? The PCI bus must be groaning under that thing, but it's still pretty dreadful. You need to use that AGP slot to get better performance, but thankfully, cards are awfully cheap. Here's a few cheap add-ins, but note that some may require a better power supply; all should work with at least 22 amps 12V, but probably as low as 20.

That last one will probably also need a new power supply, but it's very powerful. So fast, in fact, that you may want to check benchmarks to see if the AGP version even makes sense, or whether it quickly bottlenecks. I'd suggest it for WoW only if you want high resolutions or detail levels, but other games will pretty much need it.
