Improving my 1500m and 1600 time?

I am 16 years old, 5'10" and weigh around 155lbs. My time in 1500m is 5:17, which was taken at March. My 1600m time is 5:51, as of May. I am willing to run as much as 42km a week for my training regimen. Is it possible for me to bring my 1500m time down to 4:30 in 4 months, and my 1600m time to 4:30 in 11 months?
