  1. One could be tempted to say it is a lost cause but like Martin Luther King's famous speech "I Have A Dream" about all people will be treated as equals. I believe that change in public schools including special, will happen, you can't give up. The way is to find out as much information on the school and the teachers as one of the other answers said. As well as the question what are you going to do, ask as well what can I do. You don't say if this is for you or your child, which would change the advice you will get. If like us we are still trying to improve the special school not helping to educate we are now filling the gaps with home tutoring. Something must be done whilst waiting for a change. Good luck.

Lowering class size is very important.  Early detection of learning difficulties and attending to these problems in a one-on-one basis.  Getting parents involved in their children's education.  Funding that will allow the smaller class sizes is one of the most difficult problems facing our school systems.  The No Child Left Behind bill will only work if there is money being supplied to implement the changes needed.  Where is the funding the President promised when he made the law?

  3. Look into teacher certifications . . . as well as administrator's certifications.
