First of all, WWII was fought between 1939 - 1945 (the US entered the war in 1941) and to many historians was a continuation of WWI with a few years break inbetween.

The reasons for WWII are rooted in the aftermath of WWI, though many of the tensions had been part of European history for centuries. Germany, which was decimated by the terms of the Treaty of Versailles, which was France's chance for revenge, was ripe for any sort of social change and Hitler just happened to fill the void and told the German people what they wanted to hear.

It was also the time of the Great Depression, which did not just hit the United States, it was a worldwide economic downturn and those usually allow certain conditions to develop which make for radical politics. Japan was trying to expand their influence in to the Pacific, China was weak and ripe for a Japanese invasion. This in a way, made Japan the perfect ally for Germany, though I am sure that if the German plans for world dominance had happened, once the west was taken care of, Hitler would have turned on his Japanese allies.

In the end all wars are based on economics and the need to expand territory and WWII was no exception.

But if you are looking for the person or country who started it, WWII officially started on September 1, 1939, when Germany marched into Poland. Great Britain, which was allied with Poland had vowed to step in if Poland was invaded, France was also an ally of GB, though they were quickly conquered and the United States was vowed to neutrality, which lasted until the bombing of Pearl Harbor. Then it went from being a war in Europe and some problems in the Pacific to a real world war.

The Korean Conflict was in the 1950s featuring Chinese-supported Communists in the North and US-supported people (they were supposed to be democrats but I think more fascist) and the United Nations. Korea remains divided to this day, still causing issues.

Vietnam War started from their war of indendence from colonial France a long time earlier, but took a break when they fought against Japanese invaders in ww2. Before that, nationalist and Jeffersonian Ho Chi Minh pleaded with several US presidents to help their cause, but instead Truman and Eisenhower sent US military advisors to help France. After France gave up, Kennedy escalated the war in the 60s b/c Ho turned to Russia for help, then LBJ and Nixon really escalated the war and expanded into Laos and Cambodia. Then in 74 Ford finally pulled out.

I guess that you could say that Germany started the "drama" in World War II, with Hitler and conquest of Europe and his concentration camps... but Japan started the "drama" with the US when then unexpectedly attacked the US military base at Pearl Harbor. I think that's what you were asking, anyway.
