You should be able to look it up on US Census Report.Just search US Census on the web and when you get to the website you can search through different categories and people on welfare, listed by race, will be up there.I do believe there were more white americans on welfare in 1996 than black americans, but i'm not sure of the acutal percentages.

Welfare programs are state administrated. I'm not sure you will find reliable national stats anywhere, particularly from 10+ years ago.

Welfare is not a Black issue. In fact most people I know on welfare are white. And I -unfortunately - know a lot of them.
