Yes, I woud imagine ALL countries that have an education system have some sort of system to teach children to spell.

By the way, are you actually LISTENING to your teachers when they're trying to teach you, or is the system failing you, as your question is full of spelling errors ( you may also be trying to "wind us up" by pretending to be unable to spell)?!!!
