In Arkansas, how do I get the names of birth parents?

If a child has been adopted, most states seal the record (showing the birth parents names). To get that unsealed, would usually require a court order. You would need to know which court handled the adoption, in order to file any request.. and filing the request, is not any guarantee that it will be granted.
