It is a certificate of authenticy I am a Zippo collector. There are company out there that are forging the Zippo design. I have been collecting for 15 years  and have found 2 such lighters in 2 different collections that I have purchased. You can go to Zippo.com and they can inform you of the year and makes of certain Zippo's to make it easier on you when you go to purchase a new or used Zippo. Good Luck
