In Breaking Dawn, what is Eleazar's powers and history?

I'm trying to write a fanfic and I'm now at my dad's house and left my copy of the book at my mom's house, and I need answers soon. What are Eleazar's power and history...I know it has something to do with finding other powers or something, right? Well, I can't remember! Help! Please!

Eleazar was a former member of the Volturi. He could give Aro an idea of what any vampire was capable of just by being in proximity with him. But then he met Carmen and left the Volturi. Then both of them met Tanya and her sisters and stayed with the Denali Coven ever since.
