In CA, what do you do to be allowed to drive at 15 and a half?

you get your permit through your high school drivers ed program or through traffic school but that's only a permit where you can only drive with an adult. To get a hardship licence you'd have to go to the DMV follow their process, but then you'll have provisions on your licence. All due respect, if you want a licence and aren't willing to do the research yourself, I don't think your old enough to be on the roads by yourself, which is what your looking for....good luck!
