Yes. The Skill Level are different from Character Level, you can grind your way to Trancender for both Sword and Magic even without having to reach level 100. With the right items (Blessing Beads / Premium Service) and Equipments (Adept Items), it is possible. Also, take into consideration that you can "still" gain Skill Exp from grayed name monsters in which you no longer acquire regular Exp from.
