In Cali, if one fails 3 drive test, must one wait a yr before one can retake the drive test, with new permit?

I have failed 2 drive test, my permit allows 3 driving test, in Cali, I must retake permit after 3 failures, but I heard people must wait for some time before the 4th (or so on..) drive test.

Yep, that's about right.

By the third time, if you still can't pass, then most states feel (and rightly so) that there's no reason at all for you to be on the road.

if you keep failing, maybe you need to go take some time to practice, instead of just trying over and over. Obviously you're not doing something right.
