In Colombia, how could I find someone if I have only the full name and the "Cedula de Ciudadania"?

Young Women most of the time do not change their last name, that happens in the older ones (40+)

Women do not usually change their name. With Just the cedula #.. good luck. And BTW Colombia has really, really strict stalking laws.
