In Delaware, you can drive unsupervised your second six months. So do you need insurance then or when you actually get your license?

  2. Most States require you to be covered once you start driving, whether it is on Permit or regular license. The 3 States I have lived in checked insurance coverage when you took the driving test. No insurance, no test.

  3. I live in Delaware and I was not asked for any form of insurance when applying for a license. Proof of insurance is requested when you want to register a vehicle (tag it ) inside the state of Delaware. You do not need to show proof of insurance to get a drivers license. Only show that you are a resident of Delaware (three proofs, usually a utility bill, lease/mortgage agreement, and a bank statement to a Delaware mailing address with your name on it) The graduated license system is for minors, so I think that applies to people under 18. When you are over the age of 18, it's a different system.

    Many people hold a drivers license in the state of Delaware but do not actually drive or own a vehicle so proof of insurance is not required to obtain the license. Only to regsiter/tag/title a vehicle.

    But please remember that any time you operate a motor vehicle in the state of Delaware you do have to have insurance - Either a personal insurance policy or that you are operating a vehicle owned by someone else, with their permission to drive it and they have valid insurance. There are heavy fines in the state of Delaware if you are caught driving without insurance. No matter what your age 16, 17, 18 or 90, you must have insurance on the vehicle that you are driving. If you are a minor and you are driving your parents car, they must have that car insured and  have shown the insurance to the state when they regsiter/tag the vehicle. (Usually done when it is purchased and every 2 years when the tags are renewed and the car inspected).
