The Saint Patrick's Day fest officially started in Dublin from the 13th March - 17th March. theres usually fireworks called the skyfest (this year they were on sat 15th and were at the rock of Cashel in County Tipperary).  A street carnival/funfair in Dublin, various activities such as a ceile, a circus and traditional music gatherings, although it all just a buil up to the parade itself on the 17th. Most towns across Ireland will have their own parades from the large gathering that will grace the streets of Dublin to the smaller parades where tractors and trailers are used as make shift 'floats' in the small towns across the country.
