In Final Fantasy 12, once you buy the license for the libra where can you acuire it?

I cant find it anywhere right now in Ramanastre.

Libra should be available in the Technick shop right across from the Sandsea tavern.

If you're at the very beginnin of the game, I don't think you can get it.  You have to have defeated the first boss in the waterway and acquired Balthier and Fran...I think.  I know you can get it right before you go to Bujerba.  It's in the Technik shop next to the weapon shop.  Just use a Bangle for now, until you get it.

you also have to have it acquired on  your license board, and you may need to also have the bangle equipped.
