Indian law does permit police to keep anybody in police custody without the permission of the court.You should have contacted your embassy in india or the local lawyer.

If one does not have proper documents or if the police suspect any activity which will disturb the peace in the region they have the right as a precaustionary measure.

Haridwar and hrishikesh are Holy city for Hindus. You are lucky that you are allowed there. In Makka which is holy city for muslims you are not even allowed to enter the city.

Instead of making protests it is better you represent your case to the indian embassy at your place.

I am sure the matter will be solved.
