Bharti Cellular and BSNL are two different companies. BSNL is state owned company, where as Bharti Cellular is privately owned company.

They are different companies. BSNL stands for Bharath Sanchar Nigam Limited, It is a Govt of India owned Telecoms company. Bharti Cellular is also a  Telecoms company but owned privately, Mittal is the Head of the organisation.{Not to be confused with the steel king} At least Bharti cellular is the biggest  operator in Karnataka.
