In India, is there any govt./State Govt. restrictions in digging borewell for non domestic, farm use?

Borewell for Jatropha farming is required, but water usage will be very limited.

If you understand water usage, you would not ask this question.  Because if a large farm uses too much water, then the local water table will be lowered, which will cause other people the need to dig their wells deeper.
